ANALISIS RISIKO KRITIS KONSTRUKSI DERMAGA PELABUHAN LAUT: PENDEKATAN HIRADC–FMEA

Konstruksi dermaga di wilayah kepulauan Indonesia memiliki kompleksitas risiko keselamatan dan kesehatan kerja (K3) serta lingkungan yang tinggi akibat dinamika gelombang, arus, angin, pasang surut, dan keterbatasan jendela kerja aman, sementara aktivitas banyak berlangsung di tepi air dan di atas ponton/barge. Penelitian ini bertujuan menyusun risk register terpadu K3 lingkungan pada fase konstruksi dermaga Pelabuhan Laut Banggai dan memprioritaskan risiko kritis. Penelitian studi kasus ini menggunakan observasi lapangan terstruktur dan telaah dokumen proyek (WBS/BOQ, method statement, lifting plan, izin kerja, laporan harian, inspeksi K3, catatan cuaca/downtime, serta dokumen pengelolaan lingkungan). Bahaya diidentifikasi berbasis WBS, dinilai dengan HIRADC melalui probabilitas dan dampak (R=P×I), kemudian risiko kategori tinggi ekstrem dianalisis lanjut menggunakan FMEA (S–O–D) untuk memperoleh RPN dan peringkat. Hasil menunjukkan risiko kritis didominasi kejadian jatuh ke laut/tenggelam pada pekerjaan tepi air dan ponton, diikuti kegagalan lifting/rigging (beban jatuh/mengayun) serta bahaya terjepit saat alignment/guiding; dari sisi lingkungan, prioritas mencakup peningkatan kekeruhan/TSS dan potensi tumpahan BBM/oli. Kesimpulannya, integrasi HIRADC FMEA menghasilkan prioritas mitigasi dan rekomendasi pengendalian, monitoring yang operasional untuk meningkatkan keselamatan dan perlindungan lingkungan pada proyek dermaga sejenis

Regarding royalties, so far, if it is following applicable legal regulations, the author will waive his right to collect royalties on articles that have been licensed by JURNAL CHEMURGY.
In publishing the article, the editorial process is successful. JURNAL CHEMURGY will continue it. JURNAL CHEMURGY has the right to adjust articles related to punctuation, spelling, capital letters, references used, and usage adapted to JURNAL CHEMURGY.
