Pengembangan dan implementasi e-government merupakan salah satu sektor strategis dalam penyelenggaraan pemerintah dan pelayanan umum, baik pemerintahan pusat maupun daerah. Guna menjamin terselenggaranya pengembangan infrastruktur Teknologi Informasi dan berbagai software e-government yang integral, perlu ada sebuah panduan umum hingga teknis yang wajib diacu oleh semua pihak yang terkait. Demikian juga yang telah dilaksanakan oleh Pemerintah Kabupaten Sleman, dalam rangka menunjang pembangunan, pengembangan, pemeliharaan dan implementasi sistem electronic government Pemerintah Kabupaten sleman, Pemerintah Kabupaten Sleman telah menyusun perencanaan dalam penyelenggaraan egovernment secara menyeluruh, terpadu dan berkesinambungan yang disusun dalam sebuah Rencana Induk pengembangan (RIP) e-government Pemerintah Kabupaten Sleman pada tahun 2006. Dalam perjalanannya, tentu saja dimungkinkan terjadinya penyesuaian-penyesuaian sebagai konsekuensi
logis dari berbagai latar belakang, seperti perkembangan Teknologi Informasi yang menuntut performa tinggi terhadap suatu implementasi teknis, seperti tuntutan spesifikasi perangkat keras tinggi, beban data yang menuntut bandwidth tinggi dalam sebuah transaksi data, dan lain-lain hingga perubahan kebijakan bidang egovernment dan transaksi elektronik lainnya.
