SISTEM PENDUKUNG KEPUTUSAN PROMOSI JABATAN STRUKTURAL ESELON II.B MENGGUNAKAN METODE PROMETHEE (Study kasus: Badan Kepegawaian Daerah Kabupaten Kutai Timur)

Abstract

Peran dari sumber daya manusia dalam sebuah organisasi tidak dapat disamakan dengan peran sumber daya lainnya, karena memiliki karakteristik unik bahwa setiap individu memiliki keinginan yang berbeda, tujuan hidup yang berbeda, dan memiliki persepsi tentang arti kerja yang berbeda. Pelaksanaan Promosi Jabatan dimaksudkan untuk meningkatkan motivasi kerja karyawan agar mau bekerja dengan baik sesuai dengan yang dikehendaki oleh Instansi guna meningkatkan produktivitas kerja dan keberhasilan di dalam mencapai sasarannya. Tujuan penelitian adalah untuk membangun suatu sistem pendukung keputusan yang dapat membantu pengambilan keputusan dalam proses promosi jabatan pada Badan Kepegawaian Daerah (BKD) Kutai Timur. Permasalahan yang dihadapi BKD Kutai Timur dalam mempromosikan karyawan adalah kesulitan dalam memilih calon Pejabat baru karena semua hasil tes harus dibandingkan satu-persatu, sehingga dibutuhkan waktu yang lama untuk menentukan calon Pejabat. Metode yang digunakan adalah metode Preference rangking organization method for enrichment evaluation atau bisa disebut dengan PROMETHEE. Metode PROMETHEE adalah salah satu metode penentuan urutan atau prioritas dalam analisis multikriteria atau MCDM (Multi Criterion Decision Making) untuk menganalisis masalah yang terjadi pada Badan Kepegawaian Daerah (BKD) Kutai Timur. Hasil penelitian ini adalah bahwa metode PROMETHEE dapat diterapkan pada Sistem Pendukung Keputusan untuk pemilihan promosi Jabatan Struktural Eselon IIb. Dengan adanya sistem ini diharapkan dapat mengatasi permasalahan dalam pengambilan keputusan untuk memilih calon pejabat dengan kemampuan dan kriteria yang diinginkan instansi.
