Desentralisasi Perguruan Tinggi Daerah Untuk Perbaikan Daya Saing di Tingkat Nasional

Kuantitas perguruan tinggi yang melonjak merupakan salah satu hasil dari diberlakukannya otonomi daerah dan desentralisasi pendidikan, namun sayangnya tidak dibarengi dengan peningkatan kualitas yang seharusnya dicapai. Maraknya pendirian perguruan tinggi di daerah memicu pergeseran pilihan studi lanjut para calon mahasiswa yang berasal dari daerah, dengan alasan penghematan biaya dan waktu. Namun fakta mengatakan bahwa nilai akreditasi institusi-institusi daerah akhir-akhir ini merosot dengan tajam, yang mengakibatkan menurunnya kualitas serta menimbulkan ancaman penutupan institusi yang bersangkutan, khususnya perguruan tinggi swasta. Hal ini perlu mendapat perhatian serius dari berbagai stakeholders pendidikan, karena turunnya kualitas akan langsung berimbas pada lemahnya daya saing dan daya tawar para lulusan perguruan tinggi daerah di dunia kerja. Pihak-pihak yang terlibat dalam mengemban tanggung jawab ini adalah segenap civitas akademika perguruan tinggi, pemerintah dan masyarakat. Perguruan tinggi diharapkan dapat menciptakan produk-produk kompetitif, pelatihan jangka pendek, kerjasama dengan institusi lain, menarik hibah dari luar negeri dan meningkatkan strata pendidikan para pengajarnya, serta membenahi penjaminan mutu internal perguruan tinggi. Dengan sendirinya, penjaminan mutu internal yang profesional akan dapat mengikuti standar jaminan mutu eksternal dari Departemen Pendidikan dan BAN PT. Peran pemerintah dapat diwujudkan melalui pemberian beasiswa, kenaikan gaji dan kesejahteraan pengajar, hibah, dan produk-produk kebijakan yang mendorong pertambahan kualitas pengajar dan proses belajar mengajar di perguruan tinggi daerah.
