NGO DIPLOMACY: PERAN ORGANISASI NON-PEMERINTAH DALAM MEMBERIKAN PERLINDUNGAN TERHADAP PEKERJA MIGRAN DI MALAYSIA

Abstract


Migrant workers have become a complicated problem to be solved in contemporary Indonesia-Malaysia relations. In terms of diplomatic resolution, many unsolved cases of marginalization and mistreatment were indicated that the way of regulations and diplomacy by both countries so far remain ineffective and weak, particularly in protecting the migrant workers’ rights. For that reason an alternative perspective of diplomacy needs to be formulated, especially on the roles of non-state actors. This article tries to explain the important role of Non-Governmental Organization (NGO) in enhancing the effectiveness of Indonesian and Malaysian government policy in protecting migrant workers. The discussion of this article will emphasized the capabilities of NGO diplomacy, either in encouraging the government diplomacy to formulate fine regulations or in advocating the migrant workers themselves.
