Education and training is a necessity and is part of efforts to develop human resources as well as one solution to solving problems that occur in an organization, bureaucracy or government agency. Especially for the East Kalimantan Provincial Personnel Agency which has the main task of carrying out the preparation and implementation of staffing policies at the government level at the provincial level, then the development of employees through education and training is a necessity. This study found that education and training had been carried out for employees of the East Kalimantan Provincial Personnel Agency by presenting good instructors with good material, but the methods applied in training were still not appropriate. So that the goals and objectives of education and training are still not optimally achieved as expected, and require improvements related to the updating of the learning mehod. To overcome deforrestration problem especially in production, Indonesian government try to involve society in managing the forest through Hutan Tanaman Rakyat program year 2007. The result show that implementation of HTR in Bulungan was very slow, it because the lack of understanding of society and socialization. In addition, field operator did not understand the way how to involve the people to develop it.

The integrity of the election organizers in enforcing the rules of ethics for election organizers is still very far from what it should be. Therefore, does the portrait of general election organizers looks beautiful in case of ethics or vice versa. The duties and authorities of DKPP (Honorary Council for General Election Organizers) relate to individual election organizers, both KPU and Bawaslu. Ethical cases in running the general election process have often been encountered in every electoral event in Indonesia. The lack of discipline of an organizer in carrying out their duties and functions causes these organizers to deal with cases of organizers code of ethics. Ethics is an important element that must be obeyed by every election organizer because it is one of the fundamental aspects in realizing democratic elections. Therefore, to uphold the Code of Ethics for election administrators, the Honorary Council of General Elections (DKPP) was formed, aiming to maintain the independence, integrity, and credibility of the KPU and Bawaslu that the General Election will certainly run well and correctly.Keywords: Local Politics, Election Organizer, DKPP, East Kalimantan

The purpose of this article is to explain the impact of professional allowance to optimization work of Headmaster of elemantary school in Samarinda Ulu. The result known that Headmaster performance getting better after releasing the allowance policy. Work performance’s indicators of headmaster can be traced from supervision activity toward learning-teaching process, briefing, guiding, giving an opportunity extended study, financial management, enhancement of providing school infrastructure adopting the need and priority.

Tanjung Bias Beach is one of the beaches in Kenteluk Village, Kec. Batu Layar, West Lombok Regency, the existence of Tanjung Bias Beach has had a big influence on the economy around the Tanjung Bias Beach tourism object. During the Covid-19 Pandemic, tourist visits and local community income decreased drastically. Seeing the development of tourism, there is a need for a good strategy to develop potential energy. tourist attractions on Tanjung Bias Beach. This research uses a qualitative descriptive method, namely describing and analyzing phenomena, events, social conditions, attitudes, perceptions or thoughts of a person individually or in groups and using SWOT analysis, because this research is directed at solving various problems such as opportunities, strengths, weaknesses and threats that exist at the Tanjung Bias Beach tourist attraction. SWOT analysis is the systematic identification of factors for developing strategies. The SWOT analysis compares the external factors Opportunities (opportunities) and Threats (threats) with internal strength factors (strengths) and weaknesses (weaknesses). The Village Government together with the BUMDes Management in Senteluk Village, Batu Layar District, West Lombok Regency are reorganizing and looking for a solution. So that the tourism sector at Tanjung Bias Beach continues to run and develop as it should, one of the ways is by promoting on social media. Media is one of the information links between the government and the community, including information regarding various developments in the tourism sector. Promotional activities by introducing various tourism potentials to introduce tourism products and their uniqueness to tourists and providing understanding and education for local communities and through potential events to introduce Tanjung Bias Beach. Based on the results of interviews, internal factors consist of strengths and weaknesses. These strengths are beautiful natural panoramas, horse attractions, close to the city center and have adequate security, have culinary delights. Weaknesses are parking fees and fraud, road conditions are not good, it is not yet a major tourist destination and not many people know about access and external factors consist of opportunities and threats. These opportunities are creative industries from the community and the existence of various culinary businesses. Meanwhile, the threat is competition between tourist attractions.

This research aims to find out, describe, and analyze Junior Chamber International's participation and supporting factors and obstacles in Junior Chamber International's participation in fulfilling the rights of persons with disabilities in Samarinda City. This type of research is a qualitative descriptive study. Data collection techniques are carried out using library research and field research and using observation, interviews, and documentation methods. The data analysis used is an interactive data analysis model. The results of this research showed that the participation of Junior Chamber International (JCI) Indonesia, East Kalimantan Province in fulfilling the rights of persons with disabilities was held through the personal form for the Walk For Autism program and support form is carried out by establishing dialogue, communication and partnerships with the government and providing suggestions regarding the issuance of SIM D for motorbike disabilities.Keywords: Participation, People With Disabilities

Penelitian ini bertujuan untuk mendeskripsikan Kebijakan Pengelolaan Lingkungan Hidup di Kawasan Karst Sangkulirang Mangkalihat oleh Pemerintah Provinsi Kalimantan Timur dan Pemerintah Kabupaten Kutai Timur dan faktor penghambatnya. Penulis melakukan penelitian ini dengan menggunakan metode kualitatif deskriptif . Jenis dan sumber data yang digunakan berupa data primer yang berasal dari hasil wawancara kepada Informan-informan. Hasil penelitian menunjukkan bahwa ada Kebijakan Pengelolaan Lingkungan Hidup di kawasan Karst Sangkulirang Mangkalihat oleh Pemerintah Provinsi Kalimantan Timur dan Pemerintah Kabupaten Kutai Timur yang tidak berjalan dengan maksimal berdasarkan 4 jenis kebijakan publik (Kebijakan Formal, Konvensi, Pernyataan Pejabat Publik dan Perilaku Pejabat Publik) dan tidak ditemukan kebijakan yang lebih fokus pada semangat UU Nomor 32 tahun 2009 yang diukur dari 4 variabel implementasi kebijakan publik (Ketepatan Kebijakan, Ketepatan Pelaksanaan, Ketepatan Target dan Ketepatan Lingkungan). Kebijakan berjalan secara parsial dan saling tumpang tindih, kurangnya koordinasi dan adanya fanatisme sektoral, masyarakat tidak secara penuh dilibatkan, pemanfaatan ruang dan sumber daya alam masih berorientasi pada investasi ekstraktif. The main issue of this article is all about the development policy and prosperity of the people in the border area. Development policy becomes the key role in order to increase the quality of social life especially for the people in Sebatik Island. This article is an effort to capture the implemented policy and the real condition in particular after the enlargement of Sebatik Island. The instruments of analysis are the concept of development and the welfare state. The research findings show that development policy in the border didn’t go with the basic human need. So it is important for the government to apply the participatory model in excuting development programs.

Terrorism and radicalism have been a global threat since the United States declared war on terrorism in 2001. Since then, no country in the world has escaped the threat of terrorism. Terrorism itself not only happens because of radical understanding but also because of the threat to sense of identity. The threat to this sense of identity is often responded by a radical-minded person or group of people using open violence. The threat to sense of identity according to Johan Galtung is included in cultural violence, where if cultural violence continues to get ignored it will appear open acts of violence. The countries of the world continue to cope with the threat of terrorism and radicalism, both through the hard approach and soft approach, which both approaches the perpetrators of terrorism itself while referring to the triangle of the Galtung’s conflict, there are other approaches that can be done to prevent radicalism and terrorism namely by overcoming cultural violence and creating tolerant society conditions amid identity heterogeneity.Keywords: Terorism, Radicalism, Identity, Cultural Violence

The result shows that implementation of birth certificate service at Disdukcapil Samarinda has a clear procedure, a secure process, a timeliness conducted by capable employees and supported by good infrastructure which goes with the people expectation. Meanwhile at the same time Disdukcapil Samarinda also supported by the strong policy in managing citizenship administration services, good coordination between the employees and a condusive work environment.

This study aimed to describe and analyze Community Political Participation in the Election of Regent and Deputy Regent of Mahakam Ulu Regency for the Period 2020 – 2024 in Long Bagun District, Mahakam Ulu Regency. This research is a combination or mixed-method analysis, by conducting structured interviews with the organizers and conducting a survey of the community by taking the probability method using a precision of 10%. The study results concluded that public political participation in dialogues/debates was still low due to mass mobilization during the Covid-19 pandemic. The people's political involvement in direct political campaigns is also still low, and only a tiny part is followed by the people who become the success team or become part of the supporting party that participates in this political campaign. However, community involvement in campaigns through social media is good by joining the Instagram and Facebook social media networks belonging to the Mahakam Ulu Regency KPU. Then, the public's political participation in using the right to vote, in general, is pretty high.

The purpose of this research is to describe and analyze the influence of leadership, motivation, training, and work environment on employee’s performance in Forestry Department of East Kutai. The result of analysis shows that leadership variable, have a positive and significant influence to employees performance of Forestry Department of East Kutai. Work Motivation Variable, training and work environment according to analysis result are not significant, and don’t have any influence to employees performance of Forestry Department of East Kutai. Source of data taken from employees (Sample) of Secretariat, Utilization and Management of Forests Division, Production and Circulation of Forest Products Division, Rehabilitation and Forest Protection Division, Development and Forest Evaluation.

This study aims to determine, describe , analyze strategies to accelerate the development on UPTD KPHP Model Meratus in districts Penajam Paser Utara. This study used a qualitative approach with a view to gaining in-depth description of the issues related non- accelerated development UPTD KPHP Model Meratus in districts Penajam Paser Utara Province Kalimantan Timur. The data obtained was done by using interviews, observation and documentation, which is then analyzed using an interactive model through the stages of data reduction , data publishers and conclusion. Furthermore, the data and information collected was processed by diskriftif and SWOT analysis to determine the strategy in the development of the KPH . The results showed that the development UPTD KPHP Meratus Model , there are differences in perception among stakeholders. This is evidenced from the results of the SWOT analysis shows the differences in perspective in understanding some cases the problems in the development of KPH between Dinas Kehutanan Province and Dinas Kehutanan districts. Bureaucracy is a service provided by the government to the people. Up till now Society consider that the bureaucracy is a state instrument that needs to have its own rules and it is supported by its own laws, therefore the correlation between the bureaucracy and the executive should be arranged so the bureaucracy can do hardworking as a servant of the state and not as a man of power . Further, bureaucracy reformation needs to be implemented so that the bureaucracy is able to carry out their tasks more efficiently and effectively then a clean government and a good governance can be realized as well as the establishment of a good governance, clean and dignified governance.

This study aims to determine the role of Corporate Social Responsibility (CSR) in improving rural community development in Muara Leka Village, Muara Muntai District. The existence of the school committee as been arranged in National Education Minister Decision Number 044/U/2002 formed in order to organize society’s aspiration, to develop society’s role, and to create democratics situation to implement the education so that educational high quality can be reached. The development of educational high quality at school need to be supported by headmasters’ managerial ability. School must be progressed every year. Therefore, good relationship among teachers must be created so that there will be a more condusive and cozier working climate and condition. Thus, the arrangement of physical appearance and school management must be built so that school can be an educational environment which can grow creativity and discipline to increase educational high quality.

This paper aims to determine the superior product of Blitar Regency along with its development strategy, in conjunction with the preparation of the Regional Industrial Development Plan. In determining the products featured in 2 stages, namely the identification of seed processing industry subsector analysis shiftshare, later identified superior products based seed processing industry subsectors. In determining the priority flagship product alternatives using Analytical Hierarchy Process (AHP). Based on the analysis shiftshare and AHP, coconut shell crafts determined as a superior product of Blitar. Furthermore, the preparation of the product development strategy using SWOT analysis.

The leading role in the bureaucracyin in Foresty Department in East Kutai are implemented as its function. Nevertheless there are some focus still not implemented effectively. But applicative has showed good indication. The header of Foresty Department of East Kutai doesn’t work optimally reflected on 6 (six) research sub focus which applied, the fact all of roles are not implemented effectively yet, especially the role as facilitator and the role as innovator are not doing well yet, whereas another role as innovator indicate effective. The leading role is not optimal becaused authority limit of Department’s header seeks demand subordinate which concern work facilities nor doing renewal towards apparatus’ mindset through capacity enhancement and apparatus competence.

This study aims to analyze and determine the effect of service quality on customer satisfaction at Bank Mandiri Branch Office Micro Unit Palaran. The sample in this study were 92 customers of Mandiri Branch Office Micro Palaran Unit who were randomly assigned using a purposive sampling technique and then analyzed the data obtained using quantitative data analysis. The results showed that there is a significant influence between service quality on customer satisfaction of service users of Bank Mandiri Mikro Unit Palaran. The influence of service quality variables on customer satisfaction at Bank Mandiri Mikro Unit Palaran is negative. This means that the higher and better the quality of service provided by Bank Mandiri Mikro Unit Palaran, the higher customer satisfaction, and customers are less satisfied with the quality of service provided by frontline staff or Bank officers.Keywords: Service Quality, Customer Satisfaction

This study aims to describe and analyze the implementation of the Regent's Regulation of Mahakam Ulu Regency Number 30 of 2017 concerning Guidelines for the Implementation of Restaurant Tax Collection by the Regional Revenue Agency of Mahakam Ulu Regency and the factors that hinder the implementation of the policy. This research is a descriptive study with a qualitative approach and analyzed using an interactive model. The results of the study indicate that in general, the implementation of restaurant tax collection based on Regent Regulation Number 30 of 2017 concerning Instructions for Implementing Restaurant Tax Collection in increasing Regional Original Income in Mahakam Ulu Regency has not gone well or as it should. It can be seen through the registration and tax reporting indicators that almost all taxpayers do not come to report their restaurant/food stall business taxes. This is due to several obstacles such as the lack of taxpayer compliance as a result of the lack of intensity of socialization of the benefits of paying taxes to the public and the absence of the use of information technology in restaurant tax services. Pegawai pada Biro Sosial Sekretariat Daerah Provinsi Kalimantan Timur juga memiliki disiplin kerja yang baik dalam menyelesaikan pekerjaan dan pada Biro Sosial Sekretariat Daerah Provinsi kalimantan Timur juga memiliki kepemimpinan yang sangat kuat, positif dan signifikan dengan disiplin kerja pegawai sebesar 98,9%.

This study discusses and analyze capacity building organization structure and humman resources. The result showed the work is hierarchically by devision of labor according to job of struktural and functional positions. Devision of labor by structural job not yet based on specialization professionall but a researcher base on professionalism. Authority is at the High Leader level and task and responsibility delegates are hierarchically at the lower levels. The result show that employee’s performance at UPTD Laboratory and equipment of Bina Marga & Pengairan Samarinda in public service was implemented in work result both quantity and quality based on the work plan. It was also supported by a positive work behavior in doing the duty due to a condusive work environtment. Employee’s competency also becomes the important thing in public service it was gained from training and work experiences.

The purpose of this study is to analyze tourism development in increasing local revenue in Morotai Island Regency, to analyze the factors supporting and inhibiting tourism development in increasing local revenue in Morotai Island Regency, North Maluku Province and formulating tourism development strategies in increasing original income. area (PAD) in Morotai Island Regency, North Maluku Province. This study uses tourism theory according to Mill and Morrison with four components, namely market, travel, marketing and destinations with descriptive qualitative research methods. Sources of data used are primary data and secondary data. Data collection techniques with observation, interviews and documentation. Methods of data analysis with data reduction, data presentation, and drawing conclusions. The results of this study indicate that tourism development in increasing local revenue (PAD) of Morotai Island Regency is seen from four components, namely the market component. The facilities and infrastructure in question must be prepared by local governments, communities, communities and business actors in order to attract tourists to visit the location. tourist destinations in Morotai Island Regency that have not been touched by the Department of Tourism and Culture. The researcher's suggestions are to increase tourism development in four components, namely market, marketing, travel and destinations, then there are twelve suggestions for supporting and inhibiting factors and nine suggestions for tourism development strategies in increasing local revenue (PAD) of Marotai Island Regency.

The aim of this study is to describe and analyze the placement of Civil Servants (PNS) in a structural position in UPTD Plantation Office of East Kalimantan Province. The focus of research is the implementation of education and training which consists of suitability educational background to the field of employment, an employee with suitability workload capacity, suitability of the skills and expertise of employees in the field of employment, employee competence conformity with the available pool, fitness rank / group to the position. Sources of primary data derived from interviews with selected informants, and from direct observation in the study site. While secondary data derived from the information or data held by agencies. Analysis of the data used is interactive model developed by Miles, Huberman and Saldana through condensation stages, data presentation and conclusions and verification.

Perananya sangat besar dalam upaya memberikan kepuasan kepada pelanggan, memperhatikan peran layanan yang semakin menonjol, maka tidaklah heran apabila masalah pelayanan mendapat perhatian besar dan berulang kali dibicarakan, baik oleh masyarakat maupun manajemen itu sendiri, baik secara khusus maupun dalam kaitannya dengan pokok usaha kegiatan organisasi.

The results showed the implementation of policies quotas coal production in the Department of Mines and Energy of the Province of East Kalimantan consists of standards or criteria used to memetapkan production quotas yet, while policy objectives quite clearly set the appropriate legislation, human resources both number and competence enough either because the officials charged by the educational background of Engineering Geology and Mining Engineering is very relevant to the Determination Policy Production quotas, but has not been supported by means of support teknlogi based information causes delays sasaran.Komunikasi information access to group leaders on the staff is able to provide insight about the policy that should be done particularly in regard to the establishment of quotas coal production, but not evenly understood by the target group because of the lack of socialization., the disposition can provide an understanding of the policy by the implementor to implement a policy that has been set, but there is no consistency implementor and lack of supervision influencing the policy can not be implemented effectively.Keywords: implementation, policy, fixing quota, coal

This study aims to evaluate the policy of the Regent of Malinau Number 7 of 2013 on Guidelines and Procedures for Medical Service of Malinau District General Hospital as Referral Hospital. This study uses a descriptive quantitative approach with a view to obtaining an in-depth description of the incentive package policy evaluation. The data obtained were surveyed by questionnaires, observations, and data from Malinau District Hospital, which was then analyzed. The results of the research indicate that the incentive regulation policy stated in the Regent of Malinau Regulation No. 7 of 2013 on Guidelines and Procedures of Medical Service of Malinau District General Hospital as Referral Hospital has not been running well because of the six dimensions of Dunn's Evaluation Policy version there is one that has not yet fulfilled ie Dimension Efficiency.Keywords: Evaluation, Policy, Services

The purpose of this study is to describe and analyze the implementation of the Regulation of the Minister of Social Affairs of the Republic of Indonesia Number 10 of 2017 concerning the Family Hope Program in Sempaja Utara Village, North Samarinda District, Samarinda City along with the factors that hinder the implementation of this policy. This research is a qualitative type, with research locations in the area of North Sempaja Village and Samarinda City Social Service and East Kalimantan Provincial Social Service. Drawing conclusions based on data processed using interactive model analysis. The results of this study explain that the implementation of the Regulation of the Minister of Social Affairs Number 10 of 2017 concerning the Family Hope Program in Sempaja Utara Village, North Samarinda District, Samarinda City has generally been going well and smoothly. Conclusion The role of the local government in terms of implementing the Regulation of the Minister of Social Affairs Number 10 of 2017 concerning the Family Hope Program in the North Sempaja Exit, North Samarinda District, Samarinda City is highly expected, especially for access to public transportation at the location of aid recipients and the need to recruit additional PKH assistants so that they do not there is an overload of client assistance that exceeds the maximum standard of mentors, as well as adding operational facilities and funds for PKH facilitators so that implementation in the field will be carried out more smoothly, quickly and effectively.Keywords: Implementation, Family Hope Program, North Sempaja Village

The purpose of this study is to describe and analyze the Employee Performance in Enhancing the Quality of Work. Specified research focus include: The ability of employees to complete the work, discipline employees in providing public services, skills and expertise of personnel in providing quality service jobs generated employees, employee motivation and ethos in providing services to the public, and timeliness in Service. Hasil dari penelitian menunjukkan bahwa berdasarkan fakta program PNPM PK telah dijalankan secara baik. hal ini diindikasikan oleh realisasi yang mencapai 100% jika dilihat dari realisasi anggaran dan proyek fisik yang mana telah terselesaikan 50% dari APBD, 50 dari BLM, dan 30% dari partisipasi masyarakat.

In the era of regional autonomy, the development of micro, small and medium enterprises is one of the fields of government which is the mandatory authority that is handed over to the district/city governments. Then the local government has free to explore and develop the potential of micro, small and medium enterprises in accordance with the capabilities of each region. The efforts of industry, trade, cooperative and micro, small and medium enterprises in the form of growth in the business climate, growth of new business units, and the development of micro, small and medium enterprises have been carried out well by carrying out seven aspects of service ranging from production, marketing, capital, human resource development, institutional to information technology. Howover, there is still a need for another form of strategy that will strongly support all of these efforts, namely by forming a learning site that will be dedicated to fostering business actors in a sustainable and systematic manner. This article aims to describe and analyze the government's policy model to develop the tourism sector in Samarinda. The policy is based on the assumption that the tourism policy of Samarinda has not delivered its potential to increase the tourism sector. This research is descriptive with a qualitative method. Primary data are collected through interviews with both government and non-government informants. Secondary data are collected by screening related regulations and documents and then analyzed by interactive method. Tujuan penelitian ini untuk mendeskripsikan dan menganalisis implementasi kebijakan sistem zonasi PPDB SMA Negeri di Kota Samarinda. Penelitian ini berjenis penelitian deskriptif dengan pendekatan kualitatif, dengan menggunakan data primer dan skunder kemudian analisis dengan model analisis model interaktif. Hasil Penelitian menunjukan bahwa implementasi PPDB SMA Negeri di Kota Samarinda telah dilaksanakan dengan cukup baik hal ini tergambar dari aspek komunikasi telah dilaksanakan melalui sosialisasi secara luring maupun daring serta menggunakan media publikasi berupa baleho, media digital seperti website dan media sosial Instagram. Pada aspek sumberdaya manusia telah didukung oleh staf, sumberdaya peralatan didukung oleh sarana dan prasarana yang memadai. Pada aspek disposisi unsur panitia pelaksana, penanggung jawab pelaksana, serta peran dari pengawas dari Dinas Pendidikan, LSM, dan masyarakat berjalan dengan baik. Kemudian pada aspek struktur organisasi juga terdapat struktur organisasi panitia pelaksana serta memiliki Juknis yang dikeluarkan oleh Dinas Pendidikan Provinsi Kalimantan Timur.

The result showed the overall picture that the Free Education Policy Implementation Level Elementary And Secondary Education in Bulungan North Kalimantan (Case Study In SMA Negeri 1 Tanjung Selor) has been used in accordance with the provisions and target groups BOSDA in SMA Negeri 1 Tanjung Selor. Although in terms of the amount received is not in accordance with the provisions, but the school felt greatly helped by BOSDA. Factors inhibiting the implementation of the Regional Regulation No. 13 Year 2014 concerning the implementation of the program of free education in primary and secondary education in Bulungan, complexity in the preparation of an accountability report that is due to the short period of preparation of accountability reports.

This study aimed to analyze the role of the Adolescent Counseling Information Center in Narcotics Abuse Prevention through Counseling in North Samarinda District. The type of this research was a qualitative descriptive study. The data collection technique of this research used interviews, documentations, and literature methods. The data analysis used was an interactive data analysis model. The results of this research showed that the Adolescent Counseling Information Center has done the direct counseling through presentations at junior high schools, high schools and the private school in North Samarinda District, from the counseling that has been done, there were 8 schools from 42 schools that were given counseling at once in each school with the limited number of students between 40-60 students who had free time. This study aims to explore the societal security as a new approach of country’s border area development policy. The concept of societal security is becoming an important topic when it relates to the development of border area. Indonesia shares the borderline with Malaysia in North Kalimantan Province. However, the condition of residents in that area is marked with severe underdevelopment. Responding to the issue, Indonesian border development policy began to adopt simultaneously economic approach and environmental approach besides the traditional security approach which emphasizing military presence in the border area in order to boost the economy and increase the prosperity of the border area residents. This study is a field research (conducted at Krayan, Indonesia and Ba’kelalan, Malaysia) and qualitative approach was applied. Data obtained through participant observation and in-depth interview to several informants. Data was analyzed using descriptive method with emphasizing in data segmentation process. The result suggest that Indonesian government needs to include the societal security approach in the policy as the people who live in the border area have their unique customs and traditions (as their identity) that could be at odds with current policy. In addition, it was noticed that the adoption of societal security approach will complete the picture of North Kalimantan border area policy and could go hand in hand with other approaches as a country’s border area development program.

Permasalahan yang dibahas dalam tulisan berkaitan dengan kredibilitas pemimpin yang meliputi kepercayaan dan tanggung jawab berpengaruh signifikan terhadap kinerja Pegawai di lingkungan Dinas Pengendalian Lahan Dan Tata Ruang Kabupaten Kutai Timur dan secara bersamaan juga mempengaruhi kinerja Pegawai di lingkungan Dinas Pengendalian Lahan Dan Tata Ruang Kabupaten Kutai Timur. Penelitian ini digunakan metode eksplanatif karena penulis menyoroti hubungan antara variable-variabel penelitian dan menguji hipotesis yang telah dirumuskan sebelumnya. Adapun analisis data yang digunakan adalah regresi linier berganda. Hasil penelitian menunjukkan bahwa kredibilitas pemimpin yang terdiri dari kepercayaan dan tanggung jawab pemimpin sangat berpengaruh terhadap kinerja pegawai pada Dinas Pengendalian Lahan dan Tata Ruang Kabupaten Kabupaten Kutai Timur

This research discloses and describes how cross-border trade and its implications for improving people's welfare in Malinau district of East Kalimantan, especially in border villages. The factors behind the cross-border trade are: topographical and geographical factors, accessibility factors, cost and price factors, and cultural background and emotional relations. The pattern of trade that developed in recent years is no longer in the pattern of direct barter alone but has developed into direct trading patterns. The results show that the results of the development process still tend to be urban bias and less to reach areas that are far from the "center of power". The results also reinforce the viewpoint that development is a "chain of imbalances" which means it will create a dependent pattern among the "minus" groups of the "surplus" group.Keywords: trade, border, Malinau, basic needs.

At the same time it also tries to seek the support factors and obstacles in developing the subdistrict organization. The research focus is about the effectivity of subdistrict organization in Kutai Kartanegara district covering flexibility, human development, productivity, control. Human trafficking can be divided into three components related to: recruitment of people, ways of controlling people, and the purpose of exploitation. Ukraine is a country of origin and to a certain extent is a transit country for people who declare themselves in situations of slavery. Where in recent years Ukraine has become a destination country for victims of human trafficking, and also the case of human trafficking in the country of Ukraine is also increasingly widespread. The result show that implementation of society road building in increasing public services at Dinas Cipta Karya & Tata Kota Samarinda has been conducting based on standart mechanism of development which prevailed and applied by the province government. The supporting factors are policy about the development authority, budgeting factor and a condusive work system. The barriers are lack of the people konwlegde and understanding about the contruction criteria used in society road building.

This study is aimed at projecting the structuring of Kelurahan and Desa in Tenggarong Subdistrict, Kutai Kartanegara Regency and the inhibiting factors. The methods used are qualitative surveys and documentary studies with interactive analysis tools. The results of the study concluded that there were four Kelurahans that met the basic requirements and had the potential to be expanded, namely Jahab, Loa Ipuh, Loa Tebu and Mangkurawang. So that the arrangement of Kelurahan/ Desa is in accordance with the objectives and does not cause the conflict, this study recommends that the government conduct socialization on the objectives, procedures, requirements and administrative arrangements regarding the structuring of Kelurahan/ Desa, completes a map of boundaries between Desa or between Kelurahan, and conducts mapping the demographic (the population) an aspect of the Kelurahan/ Desa that will be reorganized.

The implementation of development program is a reality must be conducted by the local government in Indonesia, including Kutai Kartanegara. Unfortunetly, implemented development not always produces social welfare as it does. It sometimes creates poverty and environment degradation. Poverty has becomes undeniable social problem. It was also happen in Kutai Kartanegara, poverty problem still need a serious attention by government. This article was intented to explain the cause factors of poverty in sub-district Muara Muntai Kutai Kartanegara, furthermore it investigates about the handling method. The results show that there were three causes of poverty: structural factor, natural factor, and cultural factor. To handle poverty problem the government was implementing human empowerment strategy and consolidate the development potency.

This study aimed to examine the employee development and discipline significant effect on the performance of employees At the Bureau of Academic and Student Affairs Mulawarman either partially or simultaneously and among these variables which has the dominant influence on employee performance At the Bureau of Academic and Student Affairs Mulawarman University. Type of this research is quantitative research. Collecting data in this study using a questionnaire or questionnaires. While the analytical tool used is multiple linear regression. The results showed the coefficient of determination (R2) of 0.478. This means that the variable of human resource development and labor discipline can explain changes in employee performance variable (Y) amounted to 47.8%, while the remaining 52.2% explained by other variables were included in this study model.Keywords: discipline, performance, development

Since year 2001 the implementation of decentralization is necessary in Indonesia to strengthen the capacity of local government. It is kind of transformation authority from the central government to the local government. But practically, most of the local government did not able to implement it completely. The weakness of local government in implementing local authority policy is the pattern of governance. This study aims to determine and analyze the Administrative Policy of Land Tenure implementation over State Land in Tenggarong District, Kutai Kartanegara Regency. The purpose of this study is to describe and analyze efforts to improve work perfomance in Regional Working Units West Kutai District Forestry Office. The results showed that the performance improvement efforts undertaken Forest Service West Kutai through education and training, incentives, enforcement of labor discipline, provision of working facilities, and the award are very appropriate means to encourage employees to perform better. It is known from the results of interviews with key informants and supported by observations from the object of research which indicates that the accumulative efforts made by 5 (five) parameters provide a meaningful contribution to improving work performance. Despite efforts to improve work performance,they are still confronted by several issues (inhibiting factors), it can be concluded that the performance can be improved by 5 (five) parameters has been carried by West Kutai District Forestry Office.

Poverty is not just economic issues, but it is a complex and multidimensional problem. Therefore, we need a multidimensional poverty indicators (covering various dimensions of life) as a complement unidimensional poverty indicator (economic dimension) that had been used officially in various countries, including Indonesia. Preparation of multidimensional poverty indicators is done by identifying the dimensions of life that was instrumental in the process of utilization of human beings in the face of poverty. The dimensions are also adjusted and should be relevant to the demands of development, both in the regional context, in line with the ideals of the national government, as well as the demands of international development (SDGs). The method used in the calculation of multidimensional poverty index is Alkire-Foster’s method.

This article aims to determine the Tangan di Atas (TDA) community in Samarinda City in the development of youth entrepreneurship in Kota Samarinda. This article's focus discusses entrepreneurship training, providing guidance, promotion of products or services, assistance to access capital by TDA, and inhibiting factors and supporting factors. Using a qualitative approach and interactive model data analysis techniques, the research findings show that the Hand on Above (TDA) community in Samarinda City has carried out entrepreneurship training activities and provided mentoring through business mentoring classes to youth entrepreneurs members of TDA Samarinda. This research is to describe the public's perception of the performance of the Kutai Kartanegara government using a survey method in eleven sub-districts and 280 respondents. Based on the survey results, the performance of the health sector received the highest score of 77.95 while the lowest was in the field of providing employees with a score of 56.07. Overall, the performance of the general government in Kutai Kartanegara Regency received a score of 70.90, which is included in category C or medium. Another finding is that the majority of respondents (57.09%) are not aware of the 23 dedication programs that are strategic projects for the government of Kutai Kartanegara Regency. The program that is most widely known by the public is the 50 Million per RT (Kukar Bebaya) program of 71.10%, while the program that is least known to the public is the area-based agricultural development program which is only known by 22.50%. The performance of Kukar Care for Health Program has the highest score, namely 77.22, while the lowest performance is in the Area-Based Agriculture development Program with a score of 69.44. Overall, the average performance of the 23 dedication programs in Kutai Kartanegara Regency was a score of 73.68, which is in category C or medium.

Tujuan dari Penelitian ini meindentifikasikan bagaimana peranan kepemimpinan perempuan dalam menjalankan manajemen pemerintahan pada jabatan publik pada DPRD Kabupaten Mahakam Ulu. Hasil penelitian ini menunjukkan bahwa peranan kepemimpinan perempuan dalam jabatan publik yang diterapkan oleh ketua DPRD Kabupaten Mahakam Ulu, ketua Komisi I Kabupaten Mahakam Ulu dan Sekretaris DPRD Kabupaten Mahakam Ulu adalah peranan kepemimpinan efektif yang berhubungan dengan kemampuan dalam menjalankan tugas dan wewenang sebagai pemimpin berdasarkan empat fungsi kepemimpinan yang tinjau menurut fungsi perintah, fungsi konsultatif, fungsi partisipasi, dan fungsi delegasi.

Secara khusus tujuan penelitian ini adalah untuk mengetahui pengaruh variabel gaya kepemimpinan terhadap kinerja, pengaruh variabel motivasi terhadap kinerja dan ingin mengetahui pengaruh variabel disiplin kerja terhadap kinerja pegawai di kantor Sekretariat Daerah Kabupaten Kutai Timur.Hasil Penelitian menyimpulkan bahwa terdapat pengaruh antara motivasi dengan kinerja pegawai. Pengujian membuktikan bahwa motivasi memiliki pengaruh positif terhadap kinerja pegawai. Dilihat dari perhitungan yang telah dilakukan diperoleh nilai koefisien sebesar 0,545. Selain itu hasil pengujian hipotesis 2 telah membuktikan terdapat pengaruh antara disiplin kerja dengan kinerja pegawai. Pengujian membuktikan bahwa disiplin kerja memiliki pengaruh positif terhadap kinerja pegawai. Dilihat dari perhitungan yang telah dilakukan diperoleh nilai koefisien sebesar 0,261 Hasil pengujian hipotesis 3 membuktikan terdapat pengaruh antara gaya kepemimpinan dengan kinerja pegawai sebesar 0,177.

The purpose of research is to describe and analyze Implementation the District Integrated Administrative Service Standards (PATEN) in Head Office Teluk Pandan East Kutai. Nonetheless the actions taken by the government districts indication pretty good, and it can be known parameters or service standards are set not meet expectations even then the applicative service that the organizing institutions, including quite effective, and is indicated by the ease of access that is done through a pattern of integrated services, so that people no longer confronted by a high sacrifice. Kutai Kartanegara Regency has just passed Perda No.16/2016 Busines Service Charge and this research is aimed at knowing the policy formulation process and the factors that influence it. This research uses descriptive qualitative methods, with interactive data analysis tools. Based on the results of the study, it was found that the main problem in the formulation of Perda No.16/2016 is stillthe contribution of local user fees, especially those that come from business services fees. At the stage of the policy agenda, it is important to increase revenue from the regional levies sector to reduce dependence on revenue sharing from oil, gas dan local. At the stage of selecting alternative policies, there are interests and various reasons such as a lack of political will and high budgets for investment in supporting infrastructure. At the stage of determining the policy, the majority of DPRD factions support the stipulation of the Raperda on Business Services Retribution to become a Regional Regulation, although during the discussions process there is often a tug of war between the factions int the DPRD. The education, experience and data and information factors affect the formulation of Perda no. 16/2016, it is just that it is no longer an inhibiting factor because it has been overcome by the prensence of an Expert Team, a workshop or training to increase the capacity of the DPRD and the Executive Division. The results showed that the apparatus competence development undertaken by Public Works Department of East Kalimantan Province through Formal Education and various training has managed to bring a better change. This article aims to evaluate the accessibility of a government website, covid19.kaltimprov.go.id which created for disseminating the official information regarding the spread of covid-19 in East Kalimantan. Accessibility is an important aspect of a website because it indicates how far the range of information dissemination of such website. In this article we use SortSite 5.3.5, an online website testing software. The result shows that accessibility of covid19.kaltimprov.go.id still score below average with so many pages with accessibility issues. It is therefore need attention from East Kalimantan government to improve the accessibility level of their website.Keywords: Accessibility, Website, Covid-19, East Kalimantan

The purpose of this study is to describe and analyze the Licensing Services Division of Forestry Agency in East Kutai District Forestry Office. The research findings show that forestry licensing service held East Kutai Regency Forest Service is implementable optimally. In order to meet the expectations of public service users, the agency has implemented an integrated service pattern. Because of this reason, it gain big appreciation among entrepreneurs engaged in the rehabilitation of forests and land use, because it is no longer confronted by lines convoluted bureaucracy and all licensing matters can be resolved more effectively.

The purpose of this study is to describe the quality of population and civil registration services in Mahakam Ulu Regency and to identify and analyze what are the supporting and hindering factors. The approach in this research is descriptive qualitative to get a clearer picture of the phenomena that occur in relation to the problem under study. The data analysis technique used is interactive model analysis. The results showed that the quality of service at the Department of Population and Civil Registration of Mahakam Ulu Regency was good, it could be seen in the Tangibles dimension (direct evidence) which was quite adequate, in addition to the Reliability dimension, it was also good because of the ability of officers to provide services. Already well. Then the Responsiveness dimension has also been carried out swiftly in providing services. Meanwhile, the Assurance dimension is carried out by providing assurance that all service products can be completed properly. Finally, the Empathy dimension is carried out by preparing a complaint service to help the community with something they do not know.

The purpose of this research is to measure and analyze the variables that become the main attention, which in this case, the influence of competence, communication, and compensation of the working group (pokja) performance on East Borneo Government Services Procurement Unit (ULP). Based on the research we can conclude that (1) Competence variable (X1), proven that it is statistically have significant influences to the performance variable (Y) of Working Group, (2) Communication variable (X2), proven that it is statistically have significant influences to the performance variable (Y) of Working Group, (3) Compensation variable (X3) statistically have significant influences to the performance variable (Y) of Working Group, (4) Simultaneously, competence variable (X1) and communication variable (X2) have significant influences to the performance (Y) of Working Group, (5) Simultaneously, competence variable (X1) and compensation variable (X3) have significant influences to the performance (Y) of Working Group, (6) Simultaneously, communication variable (X2) and compensation variable (X3) altogether have significant influences to the performance (Y) of Working Group, (7) In Anova table, we can see the significant value is 0,001 for the whole variable, therefore we can conclude that competence(X1), communication (X2), and compensation (X3) altogether have significant influence to the performance (Y) of Working Group in East Borneo Provincial Government ULP.

In order to improve supervision performance process in the local area, Inspectorate is currently faced with the proportional and accountable mechanisms problems and the development of inadequate capacity. This qualitative research is using a case study approach with asserting participant involvement of informants drawn from the structural position, functional, technical and administrative staff Inspectorate Tual scope. The results show that: (1) institutional development process based on three aspects of development, namely the development of human resources, institutional development and organizational aspects, (2) Various factors have determined the quality of the performance results of the implementation of institutional development in the Inspectorate office of Tual City, including the human factor is still relatively weak, the issue and aspects of coordination between and across agencies, and problems of cooperation and leadership support. The study was expected to provide recommendations for performance improvement in Tual control through institutional development efforts Tual Inspectorate Office.
